Qualifications of a grievance handler

When appointing an internal employee as a grievance handler, the employee must be at the level of deputy director or higher. However, when appointing an external employee, the employee must have the expertise and experience necessary to perform the job. If no internal or external employee is appointed as a grievance handler, the head of the Knowledge Service Center is deemed to have been appointed as the grievance handler.
